REQUEST FOR PROPOSAL
TO PERFORM FACILITY STUDIES

ON DIOCESAN FACILITIES IN LUZERNE AND
LACKAWANNA
COUNTIES  
 

The Diocese of Scranton is seeking a service provider to commence a comprehensive study on Diocesan facilities located in Luzerne and Lackawanna Counties. The facilities to be specifically studied will be outlined in the following. 
 

Ø       Background and Intent

The Diocese of Scranton provides spiritual guidance and supports the Roman Catholic Community in Luzerne and Lackawanna Counties as well as the nine other counties that make up the total Diocese.  

In order to provide factual information to these communities while undertaking the Bishop’s “Call to Holiness and Mission: Pastoral Planning in the Diocese of Scranton”, where parish communities will be going through a self evaluation to determine future viability, facility evaluations need to be accomplished so a true assessment can be made based upon current structural and mechanical system conditions. 

 

Ø       Facilities to be evaluated include:

1)     Churches: Approximate total of 159

2)     Rectories: Approximate total of  145

3)     Convents: Approximate total of 35

4)     Schools: Approximate total of 50

(Active as Diocesan Educational Facilities: 25) 

NOTE: Miscellaneous property may be attached to the above entities that   should be mentioned as either an asset or determent to the facility.

 

Ø       Qualifications of service providers

Eligible bidders will be those firms that employ the specialties necessary to evaluate the structural and mechanical aspects of those facilities chosen for appraisal. These qualifications would include:

1)     Experience and expertise in the construction, design, and renovation of facilities of varying types as well as the ability to evaluate the physical condition of these facilities.

2)     Experience and expertise in the design, installation, and maintenance of mechanical systems included boiler plants, electrical services and HVAC systems.

3)     Ability to provide full services to the project including engineers, architects, consultants, etc in order to supply a comprehensive study on the needs of the facility and to be able to provide approximate costs necessary to bring the facilities into current applicable standards.

4)     Supply necessary approximate costs to maintain/replace major facility systems such as roof, boiler plant, HVAC, electrical, etc.   

 

Ø       Scope of work

1)     Facility Condition Analysis Report 

A facility by facility evaluation shall be conducted by the service provider’s staff, which shall include architects, engineers, and consultants, done in order to determine the current condition of the facility, its envelope, and systems. After the evaluations are conducted, reports shall be generated.  

The individual facility reports shall be detailed to provide information and generated after conducting the following activities: 

a)     A full condition analysis and on-site inspection on all facilities listed above generating an in depth report on the facilities physical condition. This report should comment on the useful life of each facility’s systems such as, but not limited to, roof, building envelope, plumbing, electrical, HVAC, structural integrity, flooring, masonry, ancillary equipment, etc.

b)     Identify any apparent fire/safety, ADA issues encountered during the on site inspection.

c)     Comment on the estimated age of items listed above and make recommendations with cost estimates for replacement.

d)     Comment on the estimated cost to upgrade facilities to current codes, standards and on recommended improvements.

e)     Make recommendation (rank) of “best” facility within the provided “cluster” listings based upon an unbiased, blind comparison completed by the structural and mechanical specialties conducting the inspections.

f)       Make any/all recommendations considered related to the intent of this study impacting the overall usage decision process.

g)     Make those involved in the process available for meetings with Diocesan Officials and planning commission members upon request. Make themselves available and be prepared to answer any questions pertaining to the completed process. 

 

Ø       Date of Commencement and Completion

1)     The date of commencement of the work shall be the date upon written  notice to proceed.

2)     Evaluations and submitted reports shall be completed by October 1, 2008. 

 

Ø       Proposal Requirements

1)     All pertinent information concerning the firm including address, telephone number, etc.

2)     List any/all subcontractors to be included in the reports along with their pertinent information.

3)     Include professional experience of all firms involved including references, completed projects, etc.

4)     Compensation needed to complete the proposal along with payment options.

8)     The Diocese of Scranton reserves the right to reject any/all proposals that are determined not satisfying the requirements and intent as set forth in the Request for Proposal.

9)     The Diocese of Scranton reserves the right to postpone or curtail acceptance of any/all received proposals regarding this Request for Proposal.
